A ‘Dedicated’ Enemy?

In the aftermath of a major data-breech, aside from blaming China (the default target) US government officials have claimed the nation is facing a ‘dedicated’ hacking enemy. ‘Dedicated’ meaning this threat is fact and/or ‘dedicated’ meaning this threat is another diversion as the nation (world) continues down the path towards becoming a police-state?
